It may be obvious but I just have to say all president have got something wrong in the past so the four referred to in the clip dont make a majority.
And speaking of majorities the current guy cheated didn't he?
Just a little! And it's fairly accepted that Bush is the Worst President in History.
And yeah, another solid strip. I'm a little confused though as to what is being done with the hands in the first strip. I understand that he's using his right hand to have her use her left hand to scratch his manly chin - or is he trying to stop her? I guess it is probably the latter.
It's more than accepted, it's amply documented. Which makes the continuing failure of the impeachment movement all the more troubling, especially since any one of his bullshit acts makes Watergate look like a DUI.

Charlotte is being a little patronizing, so she scratches him under the chin like a pet. Clive is gently wrestling out of this and then returns the favor by giving her a "you get'em sport" hair tousle.
